• Councillor Linda Hawthorn - Prejudicial - Councillor Linda Hawthorn declared a prejudicial interest in applications P0137.14 and L0002.14. Councillor Hawthorn advised that she had connections with Upminster Windmill and considered herself to have had a pre-determined position on the consideration of both applications. Councillor Hawthorn left the room prior to the discussion of both items and took no part in the voting.
