Housing Enforcement Policy - Update to incorporate Renters Rights Act 2025

To approve an updated Housing Enforcement Policy, revised in light of the Renters’ Rights Act 2025, including the Council’s approach to enforcement and civil penalties. This decision will enable the updated policy to be in place and published in time for implementation.

This notice has been issued by the Chief Executive and the Leader of the Council and has been issued to the Chair(s) of the relevant scrutiny bodies.

Reason for urgency:
This decision will be made under General Exception Provisions as having less than 28 day's notice on the Forward Plan to enable implementation before legislation comes into force on 1 May. The obligations under the Act are mandatory and it would be detrimental to the Council if the Council’s policies are not compliant with the new legislation.
