Reason for urgency:
This matter has been decided by the Special Urgency procedure for key decision following consultation with the Monitoring officer and with the consent of the Chair of the Overview and Scrutiny Chair, Cllr Darren Wise. This was considered urgent as whilst the Council submitted an expression of interest in 19/20, the GLA offer was not made until 26 November. And in order to receive the funding during this financial year, the GLA have required return of the paperwork by January 2021. Therefore the timetable required by the normal notice and call-in process would have meant that the decision would not be capable of being implemented in time. Therefore the decision cannot reasonably have been deferred.
