Reason for urgency:
This matter has been decided using the Special Urgency procedure following consultation with the Monitoring Officer and with the consent of the Chair of the Overview and Scrutiny Board Councillor Darren Wise. This decision needs to be taken on an urgent basis to ensure that the Council does not operate outside contractual arrangements pending the January Cabinet decision. My view is that there is an urgent need to take this decision. Any delay to this decision being implemented, likely to be caused by compliance with the full notice period and the call in process would seriously prejudice the Council’s and the public interests. the decision cannot reasonably be deferred.
