Reason for urgency:
This matter is being delat with under the Special Urgency provisions in consultation with the Monitoring Officer and with the consent of the Chair of the Overview and Scrutiny Board Chair. This matter is urgent and cannot reasonable be deferred as there is an urgent need to support the roll out of mass testing for COVID-19 in the Borough. Any delay to this decision being implemented, likely to be caused by full notice period on the forward Planand the call in process would seriously prejudice the Council’s and the public interests.
