Reason for urgency:
This is an urgent decision as partner local authorities require grant funding transfers to be arranged as soon as possible in order to establish community
packages for discharged patients for which this grant applies. This grant is in relation to facilitating prompt discharges from hospital for patients with learning
disabilities and autism for patients that have already been identified (12 in total across the partnership) and these placements need to be agreed and funded
urgently. As the Lead Authority, DHSC has already transferred the grant to LBH to ensure prompt discharges, and onward transfer of the grant to partner Local
Authorities is now urgent. The decision is proceeding by way of General Exception and will be subject to Call-in.
