Reason for urgency:
Havering has been granted a fund to assist in safely reopening the High Streets following the Coronavirus Pandemic and the gradual lifting of lockdown. It is within the terms of this funding to set out clearly the way the fund will be used and allocated. this was communicated at very short notice and so approval of the allocation was sought to ensure the money could be used by the L B Havering for this essential work. the Chair of the Overview and Scrutiny Board was consulted and his consent was given to proceed on that basis.
