OneSource Oracle EBS licencing and support

An urgent decision is sought to maintain business as usual operations across the OneSource Shared Service to which the London Borough of Havering is a party.

There is an existing relationship whereby the London Borough of Havering contract software licencing subscription including maintaining those on behalf of the London Borough of Newham, a fellow member of the OneSource Shared Service.  That contract requires an extension to assist with service continuity.

The  London Borough of Havering are contracting a fixed-term extension (19 months) to this software licencing subscription which is due to expire on 29/05/2019, at a cost of £687,667.76.

Reason for urgency:
This matter has to be dealt with as a matter of urgency to prevent financial risk to the public purse and impact on business continuity. The implications of the contract extension not proceeding now, will mean the license will not be renewed in time. This impacts the Councils ability to continue business as usual and the cost implications will rise from £687,667.76 as quoted in the decision to in excess of £2.5million. It is therefore in the interests of the Council and the residents of the Borough for this matter to proceed without the full requisite period of notice.
