The Leader of the Council will be asked to award a contract for the provision of thirty-five residential placements for Looked after Children within the geographical footprint of Northeast London.
The recommendation will be for authority to award the contract to be granted.

Reason for urgency:
This matter is proceeding underthe urgency procedure with the consent of the Overview and Scrutiny Board Chair. This means that reduced notice of this matter is being given. Following the decision made by Cabinet in October 2018 further legal advice has been required to proceed and it is now required in the best interests of the Council and other affected Boroughs for this to be delivered as a matter of urgency to proceed with the contract with Havering as the lead Borough.
