The Leader of the Council will be asked to grant permission for the London Borough of Havering to put in applications to the Department for Education to bid for funding through the recent announcement of School Nurseries Capital Fund to create new, high quality school based nursery places for 2, 3 and 4 year olds

Reason for urgency:
This matter is being added to the Forward Plan by way of general exception to enable the Council to bid for funds to the appropriate deadlines. The full period of notice would not be in the best interests of the Council as it would mean that a bid for funding will not be able to be submitted.
