Decisions

 Cabinet:   

1.    Approved the award of a contractfor a long term 5 year works contract to deliver the Estate Improvements Programme, including internal and external refurbishment works, to housing blocks throughout the London Borough of Havering, as recommended in Appendix 1 to the report.   

Cabinet is asked to endorse the Inclusive Growth Strategy to guide the delivery of future plans for economic development and regeneration through the delivery of homes, jobs and investment in Havering for the benefit of our entire community.

It is further asked to accept the Inclusive Growth Implementation Plan comprising indicative projects and workstreams acknowledging that further approvals might be required to be sought

Award of contract for the supply of the adult drugs and alcohol

treatment and recovery service

Cabinet:

1.    Awarded a five year contract to Bidder A (with a three year extension option) for the provision of adult drugs and alcohol treatment and recovery services from 1^st April 2021 to 31^st March 2026.

Cabinet will be asked to:

·       Agree and adopt the Public Protection Outbreak Control Service Plan 2020- 21

·       Agree and adopt the Public Protection Outbreak control Enforcement Policy 2020-21

That the Managing Director of OneSource approves the award of a term maintenance contract for Electrical Installations works and Electrical Testing and Maintenance Works at an estimated annual cost of £ 360,000, for a period of three years with the option to extend contract by a further 2 year period in 1 yearly increments (3 + 1 + 1),making a total estimated value of £1,800,000 for the contract.

That the Managing Director of OneSource approves the award of a term maintenance contract for the statutory inspection, monitoring and Mechanical maintenance and remedial works at an estimated annual cost of £ 360,000, for a period of three years with the option to extend contract by a further 2 year period in 1 yearly increments (3 + 1 + 1) making a total estimated value of £1,800,000 for the contract.

Decision to end free bulky waste collections for NHS shielding

customers.

Executive Decision to approve the award of a term maintenance contract for

Fire Alarm and Emergency Lighting Installations, to Corporate buildings and

schools. The potential cost is £1,800,000 over the full 5 year term or

£360,000 pa.

The committee noted that the application had been called-in by Councillor Reg Whitney.

In accordance with the public speaking arrangements the committee was addressed by an objector with a response by the applicant’s agent.

With its agreement Councillors Reg Whitney and Ray Morgon addressed the committee.

The committee considered the report and RESOLVED to GRANT PLANNING PERMISSION subject to the conditions as set out in the report and to the inclusion of an additional condition or the re-wording of an existing condition relating to the delineation of a crossing point for wheelchair users.

The vote for the resolution to grant planning permission was tied at 4 votes in favour and 4 votes against.

The Chairman exercised his casting vote and planning permission was granted.

Those voting in favour of the resolution were Councillors Misir, P Crowder, J Crowder and Smith.

Those voting against the resolution were Councillors Nunn, Tyler, Durant and McGeary.

The minutes of the meeting held on 22 October 2020 were agreed as a correct record and would be signed by the Chairman at a later date.

Approval to act as Lead Authority for the Community Discharge Grant to the Local Authorities in the North East London Transforming Care Partnership under s31 of the Local Government Act 2003 for financial years 2020/21 to 2022/23 (inclusive) on receipt of grant from Department of Health and Social Care.
