An urgent decision is sought to maintain business as usual operations across the OneSource Shared Service to which the London Borough of Havering is a party.

There is an existing relationship whereby the London Borough of Havering contract software licencing subscription including maintaining those on behalf of the London Borough of Newham, a fellow member of the OneSource Shared Service.  That contract requires an extension to assist with service continuity.

The  London Borough of Havering are contracting a fixed-term extension (19 months) to this software licencing subscription which is due to expire on 29/05/2019, at a cost of £687,667.76.

The Director will be asked to give authority to award the contract for building works to expand the school.

The Director of Children’s Services will be asked to award a service contract for the delivery and management of two semi-independent units in Havering for a period of five years, following a competitive tender process.

Councillor Michael Deion Burton ELECTED as Mayor for the municipal year 2019/20 by 29 votes to 24.

London Borough of Havering (LBH) Council had two floating support / outreach services commissioned under the former Supporting People programme. Through the process of service redesign these two services were combined and a new service was commissioned and Family Mosaic was awarded the contract in April 2016. To further build on the successes Family Mosaic merged with Peabody Trust in April 2018.

In 2017, The Council also reviewed the Information, Advice and Guidance (IAG) contract previously delivered by the formerly known Care Point service and reached an agreement with Peabody in 2018 to merge this with their Here to Help Service^[1]. These two services therefore, in effect, became a single service at the end of the Care Point contract in August 2018.

As the Peabody Trust - Here to Help service has inherited many features since 2016 and with the possibility of the requested extended contract ending in August 2020, the Council will need to review and consider its options in relation to re-commissioning a floating support service in 2019. This review will play a vital role in supporting the Council to make an informed decision regarding the future of the service.

This is a three + one year contract, rather than allow this provision to end with the contract the key decision is requesting that the extension option is permitted.

Cabinet:

1. Noted the progress report on the Additional Licensing Scheme for HMOs introduced in March 2018.

2. Authorised commencement of a consultation on extending the coverage of the Additional Licensing Scheme for HMOs (approved by Cabinet on 11^th October 2017) to cover the remaining six wards in the Borough, which are Cranham, Emerson Park, Hacton, Hylands, St Andrews and Upminster.

3. Authorised commencement of a consultation on a Selective Licensing Scheme for Romford Town and Brooklands wards.

4. Noted that, if it is agreed to proceed with the consultation, the results of the consultation will be presented to Cabinet in autumn 2019.

To consider the MOPAC PartnershipPlus scheme for additional Police officers within Havering and note the additional funding requirements to support the scheme from 2019/20.

Cabinet:

Approved the MOPAC Partnership Plus scheme for additional Police officers within Havering and the funding requirements to support the scheme for three years from 2019/20.

Cabinet will be asked to approve the resources that have been earmarked to deliver the Ofsted Improvement programme, as part of the new Corporate Plan. 

Cabinet:

• Approved the approach outlined within and agree the financial request for additional resources to be allocated to Children’s Social Care for 19/20. This will provide an opportunity consolidate improvements delivered over the last two years, and achieve greater consistency across all service areas. 

This strategy sets out our plan for children, young people and adults with autism in Havering, and taking into consideration the needs of families and carers.  It will require further and more detailed consultation with a range of people, stakeholders, partners as well as adults, children and young people with autism and their families.  Cabinet will be asked to approve this for consultation which is proposed to be undertaken through summer 2019, with the final strategy bought back to Cabinet in autumn 2019

Cabinet:

1)    Authorised the commencement of a consultation process on the content of the draft All Age Autism Strategy set out at Appendix 1 of the report.

2)    Noted that the results of the consultation will be referred back to Cabinet for determination of the final version of the Strategy in the autumn 2019.

Cabinet:

Cabinet will be asked to approve the Draft Private Housing Health Assistance Policy.

Cabinet:

·             Approved the Private Housing Health Assistance Policy set out in Appendix 1of the report.

·             Noted the expected positive impacts of the policy and the improvements in the health and wellbeing of the residents of Havering as outlined in the Equalities & Health Impact Assessment for the Private Housing Health Assistance Policy.

Cabinet will be asked to:

1. Approve the entering into contract with the GLA for the provision of grant funding for the Building Council Homes for Londoners programme to support the provision of affordable housing.

2. Agree for the agreement be executed under the Council’s common seal as a Deed and signed in accordance with the agreed scheme of delegations

3. Agree to delegate to the Leader of the Council, after consultation with the Director of Regeneration, authority to agree and sign any extension, variation or general contract management powers.

Cabinet:

1. Approved the entering into the Grant Agreement (Local Authority) for which the key terms are set out in exempt appendix 1 in relation to the “Building Council Homes for Londoners Programme” to support the provision of 282 new units of affordable housing as shown in exempt appendix 2 of the report.

2. Agreed to delegate to the Leader of the Council, after consultation with the Director of Regeneration and the Director of Legal and Governance authority to agree to enter into any appropriate contractual extensions or variations in the general management arrangements relating to this Grant Agreement.

Cabinet will be asked to approve the allocation of the remaining Performance Reward Grant.

Cabinet:

1. AGREED the joint approach of the report in developing the framework into a full strategy with the Voluntary and Community Sector

2. AGREED in principle, the use of funding held in reserve for the voluntary and community sector.  Each separate spend item to be agreed by the Lead Member for Community Safety and Public Protection through the executive decision process.

Cabinet will be asked to consider and approve the draft Tenancy Policy in principle prior to statutory consultation with tenants.

The Tenancy Policy sets out the types of tenancy to be granted by the Council and provides for the review of introductory tenancies and flexible (fixed term) secure tenancies, and is amended in preparation for the implementation of changes to be introduced under the Housing & Planning Act 2016.

Cabinet:

1. Approved the draft Tenancy Policy in principle prior to consultation with residents and other stakeholders.

2. Agreed for the Council to consult with residents and other stakeholders on the proposed changes in the draft Tenancy Policy.

3. Noted that the results and feedback that emerges from the consultation will assist the Council in the completion of a full Equalities Impact Assessment which will support the final version of the Tenancy Policy.

NB As at July 2022, the Draft Policy has not been implemented.

The Leader of the Council will be asked to make the following decision under the “urgency” provisions:

1)    Agree the submission to be part of the Local London Eight Borough Amalgamated Bid to secure ESF monies

2)    To agree that £509k of match-funding monies will be set aside, this will only be used if section 106 or other funding cannot be secured during the three year period. This amount may vary due to the nature of the amalgamated bid and the figure will be adjusted accordingly.

The Director of Children’s Services will be asked to approve the award of contracts for the supply of the careers information and advice services.

The Director of Children’s Services will be asked to award a construction contract for the refurbishment of 20-22 Park End Road and 1-3 Widdecombe Close
