In the Havering Climate Change Action Plan (HCCAP) November 2021, Havering Council set ambitious targets to reduce carbon emissions.  The Council also declared a Climate Emergency on March 21^st 2023. The priority for the Council now is to deliver against these targets. This shift in focus, from ambition to delivery, will be the rationale for the Monitoring Framework, which will track progress against milestones and how they contribute to delivering the Council’s climate ambitions.
