Note: Tributes will be paid to former Councillors Barbara Matthews, Nic Dodin and Paul Rochford, all of whom sadly passed away recently. Minutes: Tributes from all sides were paid to former Councillors Barbara Matthews, Nic Dodin and Paul Rochford, all of whom had sadly passed away recently.
The Mayor formally welcomed Councillor Jacqueline Williams who had recently been elected in the by-election in Upminster ward.
The Mayor had recently presented awards at a number of events including the Romford Film Festival and Havering Sixth Form College. The Mayor’s Cadet, representing Hornchurch and Upminster Sea Cadets, was announced by the Mayor.

YOUTH JUSTICE PLAN, 2023/24 PDF 300 KB NOTE: The deadline for amendments is midnight, Monday, Monday 4 September 2023.
A. To consider the report of the Chief Executive on the Youth Justice Plan 2023/24 (report to follow).
B. To consider any other report or motion presented pursuant to Council Procedure Rule 2(m).

Decision: Report agreed without division. Minutes: A report of the Chief Executive and Statutory Director of Children’s Services presented the Youth Justice Plan 2023-24 for approval. The Youth Justice Plan set out how the Youth Justice Service in Havering was to be implemented, how this would operate and set out key focusses for the coming year.
The report was AGREED without division and it was RESOLVED:
That Council adopt the Youth Justice Plan as appended to the report.
