HAVERING YOUTH JUSTICE PLAN 2026–27

A report of the Chief Executive presented the Havering Youth Justice Plan 2026-27. The Labour Group submitted a question which was answered by the Cabinet Member for Children,

The report AGREED without division and was RESOLVED:

That Full Council approve the attached Havering Youth Justice Plan 2026–27 for publication, in order to meet the Council’s statutory duty to produce and submit an annual Youth Justice Plan to the Youth Justice Board, setting out how youth justice services will be delivered and governed locally.

A. HORNCHURCH FOOTBALL CLUB

Motion on behalf of the Labour Group

That this Council congratulates Hornchurch Football Club on their promotion to the National League, recognising this outstanding achievement for both the Club and the borough, reflecting sustained commitment, strong community backing and on-pitch excellence;

further recognises the vital role Hornchurch FC plays in bringing residents together, fostering local pride, and raising Havering’s profile on a national stage, and notes this as an achievement of significance for communities across the borough;

and requests that the Mayor writes to the Club to convey the Council's congratulations and that the Council continues its support for grassroots and semi-professional football across Havering.

Following debate, the motion on behalf of the Reform UK Havering Group was AGREED by 32 votes to 0 with 13 abstentions. It was RESOLVED:

That the Council establishes a Member Champion of Faith.

The Reform UK Havering Group nominated Councillor Henry Williams. There were no other nominations. Councillor Williams was therefore appointed to the role of Member Champion of Faith.

C.        CLIMATE EMERGENCY

Motion on behalf of the Reform UK Havering Group

This Council notes that the previous administration declared a Climate Emergency.

This Council recognises that environmental stewardship remains an important responsibility of local government, particularly in relation to clean streets, green spaces, waste management, public realm and the responsible use of Council resources.

However, this Council notes that the framing of local environmental policy through a Climate Emergency declaration can create a policy direction that is disproportionate, financially burdensome and insufficiently balanced against the Council's wider responsibilities, including affordability for residents, support for local businesses, value for money, statutory service delivery and the Council's overall financial resilience.

This Council should not pursue environmental or net zero-related policies in a way that places unnecessary cost, restriction, or pressure on residents, motorists, businesses, or essential Council services.

The Council therefore resolves:

1.    ?To rescind the Council's previous Climate Emergency declaration.
