With the consent of the Chair of the Overview and Scrutiny Board, this decision is being added by way of urgency due to the nature of the decision to purchase. The seller has another buyer in place and the Council needs to act expeditiously to ensure the full benefit to the Council and residents. It is important for Havering to have ownership of a strategic asset in South Street, to enable the Borough to have influence on the future regeneration of the area.
