Reason for urgency:
This matter is being added by way of general exception. The A1306 Beam Parkway project is a key component of the Rainham and Beam Park Housing Zone. The contractual documents for GLA Housing Zone funding have been working through the due diligence process and will be ready for signing in December. However, the GLA have announced the end of the Housing Zone programme and that all outstanding funding agreements are to be completed and signed by the 31st Jan 2018 after which no further funding will be available. There is an imperative to complete this funding agreement as early as possible before that date, before the end of November 2017, as there is an overprogramming of available funding which may put funding for competing projects at risk. This matter is therefore to be dealt with urgently with a decision not before 30th November, 2017, which does not allow the full 28 day notice period to members of the public.
