The Leader of the Council will be asked to grant permission for the London Borough of Havering to put in applications to the Department for Education to bid for funding through the recent announcement of School Nurseries Capital Fund to create new, high quality school based nursery places for 2, 3 and 4 year olds

Following the decision of the Overview and Scrutiny Board to uphold a requisition in respect of a decision made by Councillor Osman Dervish on 21^st September, 2018, Cabinet was asked to make a decision on whether to implement or not implement the original executive decision in respect of The Upminster Bridge CPZ – Results of Informal consultation.

Cabinet:

1. AGREED to implement the decision as set out in the Non-key Executive Decision for the Upminster Bridge CPZ – Results of informal consultation, originally made by Councillor Osman Dervish on 21^st September, 2018.

Cabinet will be asked to approve submission of the draft Local Implementation Plan to Transport for London

Cabinet:

1. APPROVED the draft Havering Local Implementation Plan for public consultation following its submission to Transport for London

2. DELEGATED to the Assistant Director of Planning approval to make amendments to the Havering Local Implementation Plan that arise as a result of the submission to Transport for London and public consultation

3. DELEGATED the final approval of the Havering Local Implementation Plan to the Leader of the Council as lead member for strategic planning matters.

4. AGREED to the adoption of the Havering Local Implementation Plan by the Lead Member for strategic planning matters.

Cabinet will be asked to:

 - Consider the LGPS considerations of the scenarios available

- Grant permission to allow the Administering Authority to transfer the pension arrangements for all existing active, deferred and pensioners from the Havering Pension Fund to the London Pensions Fund Authority.

Cabinet:

1.     CONSIDERED  the Funds Actuary report at Appendix A (exempt)

2. NOTED the summary of initial legal advice as the rider to Appendix A (confidential and exempt).

3. CONSIDERED the comments from HCFHE on the rationale for the merger of HCFHE and HSFC with NCC at Appendix B (exempt)

4. AGREED the College’s request to transfer all HCFHE and HSFC members from the Havering Pension Fund to the London Pensions Fund Authority (LPFA) as set out in Option A in this report.

5. DELEGATED authority to Chief Operating Officer to take all necessary actions and steps considered appropriate in order to give effect to this decision.
