In accordance with the public speaking arrangements the Committee was addressed by an objector with a response by the applicant’s agent.

Councillor Gillian Ford addressed the Committee.

The Committee considered the report and  on a vote of 5 votes to 3 abstentions RESOLVED to GRANT PLANNING PERMISSION subject to the conditions as set out in the report.

Councillors Nunn, Tyler and McGeary abstained from voting.

The Committee considered the report and RESOLVED to defer consideration of the item in order that more robust conditions could be attached to control the impact of the proposed use.

Members considered the following:

·        Change to Condition 3 to refer to business use rather than office use.

·        Change to Condition 3 to limit hours from 9am to 5pm Mon-Fri.

·        Additional condition to control the number of visitors to the business at any one time.

·        Also consider any additional conditions that may be recommended.

The Committee was addressed by Councillor Robert Benham.

The Committee considered the report and on a vote of 4 votes to 4 abstentions RESOLVED to GRANT PLANNING PERMISSION subject to the following additional conditions:

·        Additional condition regarding ensuring satisfactory materials and finish of the building.

·      An additional condition for no sub-division of the rear garden and a further one that the outbuilding should not be used as a separate unit of accommodation.

Councillors Crowder, Smith, White and Nunn  abstained from voting.

The minutes of the meeting held on 22 November 2018 were agreed as a correct record and signed by the Chairman.

There were no disclosures of interest.

Cabinet is asked to approve the award of a pan London single supplier office stationery framework, organisations who may call off from the framework have been named on the tender documents.

The contract is in excess of £10 million.

Cabinet will be asked to approve the application for grant funding from the GLA.

Cabinet approved the submission of a bid of £940,000 as set out in the report to the GLA for the Homebuilding Capacity Fund

Cabinet will be asked to approve the Business Rates Discretionary Relief Support Scheme in January 2019

Cabinet approved the continuation of the Governments Discretionary Revaluation Support for the remaining two years of the relief as set out in the report, and previously agreed by Cabinet in August 2017.

Cabinet will be asked to approve the Adopt London East Regional Adoption Agency business case.

Cabinet

1.    Approved the business case at appendix A to this report to proceed with an East London Regional Adoption Agency led by the London Borough of Havering to commence by July 2019 agree the budget commitment set out in the body of the report;

2.    Delegated authority for the implementation of the project to the Director for Children Services including but not limited to entering into partnering agreements, agreeing the final terms of any Inter-authority risk and partnership sharing agreement and agreeing and arranging TUPE of staff between the authorities.

The Director will be asked to approve the contract award for the Havering Healthwatch Service for a period of five years with the option to extend for a further two years, following a competitive tender process.

Approval to award the contract for Integrated Reablement Service for a period of three years with the option to extend for a further two years, following a competitive tender process.
