To approve as a correct record the minutes of the meeting of the Working Party held on 22 October 2018 and to authorise the Chairman to sign them.

The minutes of the meeting of the Working Party held on 22 October 2018 were agreed as a correct record and signed by the Chairman.

TERMS OF REFERENCES

At the request of Members the terms of reference was discussed by the Working Party.

 

The discussion was an opportunity for Members to identify how the Working Party would be able to provide suggestions on the Council’s strategic vision for housing-based regeneration for the borough and for liaising with key stakeholders to ensure that the vision was understood by public and private sector partners.

 

To ensure all necessary infrastructure was in place to support housing-based regeneration across the borough, the Working Party would be seeking to receive a presentation from the council’s partners and other stakeholders.

 

The Working Party would be provided updates on how the council’s partners were providing residents of the borough with opportunities as a consequence of regeneration to ensure that they were benefiting.

 

The Working Party noted that a social value working group that comprised officers and joint ventures partners had been created to identify and develop social value community initiatives for each individual joint venture.

 

The Working Party was also to be recognised as an Advisory Committee that would make recommendations to the Executive, but any decisions in relation to matters within the remit of the Working Party would be taken through the normal executive decision making processes of the Council.

 

The Working Party sought to receive a presentation on the current status of the Rainham Beam Park applications in order to be abreast of each application within the venture.

 

In conclusion, it was agreed that as per the terms of reference, the Working Party would direct officers on what the group required. The Working Party would be updated as follows:

 

·         Provided information and updates on each joint venture.

·         Information on the knowledge from the Emergency Services on each joint venture.

·         Strategic location of the services.

·         Provided information on each joint venture with an understanding of how value would be gained.

·         Provided with site specific responses including holistic enquiry.

·         Information on social value aspect and Section 106 funding proposal.

·         Opportunities to extend invitation to other partners; Police, NHS, CCG and other strategic partners.

 

The Working Party noted the terms of reference.
