This application for a premises licenceis made by QQ Corporation Ltd under section 17 of the Licensing Act 2003.  The application was received by Havering’s Licensing Authority on 22February 2019.

2.     Promotion of the Licensing Objectives

 

The applicant acted in accordance with regulations 25 and 26 of The Licensing Act 2003 (Premises licences and club premises certificates) Regulations 2005 relating to the advertising of the application.  The required public notice was installed in the Friday 15 February 2019 edition of the Yellow Advertiser.

 

3.     Details of Representations

 

There were 2 representations against this application from interested parties. These representations were based the following Licensing grounds:

 

Public Nuisance

Prevention of Crime and Disorder

 

There was a representation from a responsible authority; Planning.

 

 

4.     Determination of Application

 

Legal Framework

The Sub-Committee reminded itself that it must promote the licensing objectives and must have regard to the Statutory Guidance issued under s.182 of the Licensing Act 2003 and the Council’s Statement of Licensing Policy. 

 

Application

The Licensing Sub-Committee has considered an application for a  premises licence for  Veyso’s situated at 17-19 Clockhouse Lane, Romford, RM5 3PH.

 

The premises at no.19 has an existing licence and the applicant sought to extend this to the adjoining property at no.17.

 

Representations

The Local Authority’s planning team had made representations in respect of the application and an objection had been received by a local resident. Neither the officer for the planning team nor the local resident was present at the meeting. However, the Sub-Committee read and took into account their respective written representations. An objection by a 2nd resident had been withdrawn prior to the hearing.

 

The Sub-Committee also heard from the Applicant via his Licensing agent, Mr Graham Hopkins.

 

 

 

 

 

 

Decision

The Sub-Committee must promote the licensing objectives and must have regard to the Secretary of State’s National Guidance created under S182 of the Licensing Act and the Council’s own Statement of Licensing Policy

 

Having heard and considered all of the evidence the Sub-Committee is of the view that the licence should be granted.

 

Reasons

 

The Sub-Committee noted that there had not been any issues in relation to the applicant’s running of the premises at no. 19 Clockhouse Lane

 

The Sub-Committee also acknowledged that during the consultation period the Applicant had significantly  reduced the proposed opening hours, times for the supply of alcohol and provision of late refreshment.
