1. To recommend to the Cabinet Member for Community Empowerment that:
between 09:30 hours and 18:30 hours, Monday to Saturdaysa scheme be implemented to covert existing Disc Parking to Pay and Display in the following lengths of the road:
a. St. Mary’s Lane, the north side from the common boundary of Nos. 157 and 159 St Mary’s Lane to a point 3.2 metres east of the eastern boundary of No. 189 St. Mary’s Lane;
b. St. Mary’s Lane, the north side from a point 0.7 metres west of the common boundary of Nos. 193 and 195 St. Mary’s Lane to a point 7.0 metres east of the western boundary of Nos. 209 to 213 St. Mary’s Lane.
The various elements of this proposal were shown on drawing QJ019-of-105-C.
2. To recommend to the Cabinet Member for Community Empowerment that:
· a scheme be implemented to introduce At Any Time Waiting Restrictions and Sunday Loading Restrictions operable between 08:00 hours and 18:30 hours in the following length of road:
a. Howard Road, Upminster,the north side, between the western flank wall of No. 1 Howard Road and a point 9.5 metres west of that flank wall.
The various elements of the proposal were shown on drawing QJ019-of-101-C.
3. That that Committee note that the cost to implement the measure was £9,000, which would be met by Transport for London through the allocation for 2011/12 Local Implementation Plan for the Upminster Town Centre Package.
The vote was 8 votes to 1 abstention. Councillor Breading abstained from voting.

Report Attached Additional documents: Minutes: The Committee considered a report that proposed minor safety improvements in the vicinity of Philip Road / Edmund Road junction to minimise accidents. The improvements proposed included speed control humps and double yellow lines.
The Government and Transport for London had set draft targets for 2020 to reduce Killed or Serious injury accidents (KSI) by 33%; Child KSIs by 50%; pedestrian and cyclist KSI’s by 50% from the baseline of the average number of casualties for 2004-08. The Philip Road minor safety improvements would help to meet these targets.
A public consultation has been carried out and the report detailed the finding of the feasibility study, public consultation and made recommendations for the outlined safety improvements be approved.
In accordance with the public participation arrangements the Committee was addressed by a resident who supported the scheme. The resident was of the view that the 2 sets of existing cushions should be converted to humps and a further 2 more humps provided (total of 6 in the street).
During deliberations the Committee raised the following issues:
A Member of the Committee was of the opinion that the current scheme be implemented and a suggested that a review be undertaken in about eight months time to consider if further measures were required.
The Committee RESOLVED to:
1. Recommend to the Cabinet Member for Community Empowerment that the following proposals be implemented as shown on the drawing No. QK004/A.
(a) Speed control humps along Philip Road on either sides of Edmund Road Junction.
(b) Double yellow lines along Philip Road to a distance of 15metres from Edmund Road and the reduced length of 10metres along Edmund Road from Philip Road as shown on the above drawing.
2. That a further review and consultation be carried out in September 2012 to consider if further measures were along Philip Road.
3. That, it be noted that the estimated cost of £12,000 would be met from the Transport for London’s (TfL) 2011/12 financial year allocation to Havering for Accident Reduction Programme. |

SOUTH STREET , ROMFORD -ENHANCEMENT S PACKAGE PHASE 1,2, & 3 Report to follow if available Minutes: The Committee considered the report and without debate, RESOLVED
1. To note the content of the report with regard to Phases 1 and 3 (Drawings QK040/SK200 & 202) as described in paragraphs 1.6 and 1.8 of the report.
2. To note the content of the report with regard to Phase 2 (Drawing QK040/SK201A) and recommend to the Cabinet Member for community Empowerment that the footway widening proposed be implemented, as described in paragraph 1.7 of the report.
3. That it be noted that the estimated cost of £425,000 would be met from the 2011/12 (£125k) and 2012/13 (£300k) Transport for London Local Implementation Plan allocation for the Romford Public Realm Package.

BRIDGE CLOSE PROPOSED WAITING RESTRICTIONS - COMMENTS TO ADVERTISED PROPOSALS Report to follow if available Minutes: The Committee considered the report and without debate, RESOLVED
1. To recommend the following to the Cabinet Member for Community Empowerment :
· All of the proposed ‘At any time’ waiting and loading restrictions and the free parking bays for Bridge Close be implemented as advertised, except for the section of ‘At any time’ loading ban in an area from a point 1 metre south-east of the north-westernmost building line of no.12 Bridge Close and a point 2.7 meters north-west of the south-eastern kerbline of the north westernmost south-west to north-east arm of Bridge Close, as outlined on drawing no. QJ077-OF-04.
· Agree in principle to the advertisement of a loading bay, operational 6am to 9pm throughout the week, situated on the south-eastern kerbline of the north westernmost south-west to north-east arm of Bridge Close, as outlined on drawing no. QJ077-OF-05, and should any comments be received, the Head of Streetcare in consultation with the Chairman of the Committee be authorised to decide a further course of action.

1. To recommend to the Cabinet Member for Community Empowerment that:
· The proposals set out in the report, paragraph 2.1 - Oaklands Avenue, paragraph 2.2 - Butts Green Road and paragraph - 2.4 Wennington Road, be implemented as advertised and the effects be monitored.
· That the proposals set out in paragraph 2.3 - Hornchurch Road, of the report be implemented as advertised, with a reduction of the proposed ‘At any time’ waiting restrictions on both sides of Hylands Close, from 15 metres to 10 metres and the effects of the scheme be monitored.
The vote was 8 votes to 1 abstention. Councillor Durant abstained from voting.
