The Committee received a report setting out details of the work programme for the next municipal year.  Following a lengthy discussion regarding the timings of items, and additional items which the Committee considered should be included; the Committee agree the work programme for the next municipal year.  A copy of the work programme is attached.

The Committee received the latest year end Service Performance Information.

 

The figures for cleanliness included an increase in litter, but showed a marked improvement in detritus due to increased mechanical sweeping, double shifting and new vehicles.  The Committee noted that the levels of Graffiti had remained low as a result of proactive identification and removal.  Flyposting was not a significant problem in Havering.

 

The Committee were impressed with the condition of principal roads requiring maintenance at 2%, which was the best in London and 7% of non principal roads were assessed as requiring maintenance.  This was still in the top quartile of London.

 

There were more PCNs issued during 2011/12 than previous years, with a corresponding increase in income.  Recycling and composting levels were over 35% in 2011/12 and the residual waste had fallen to 652kgs per household.  There was also a consistent performance of 94% of all missed collections being cleared within target and the overall number of missed collections was down.

 

Performance information was provided to the Committee on the number of programmed inspections of high risk food premises.  These were risks as set out by the Food Standards Agency (FSA) and by Europe.  Premises of the highest risk were inspected twice yearly, whereas other high risk sites were inspected yearly.  The rating of premises was on three different factors, these were Management, Hygiene and Structure.

 

The Committee were informed that the indicator target for complaints responded to within 5 working days was 95%.  In 2009/10 the service was below this target, however with improved monitoring the service was exceeding this target.  The Committee noted that the busiest time was in August due to noise nuisance during the summer.

 

Officers suggested other Public Protection Enforcement Actions be included in the Performance information for the Committee to consider.  These included:
